In Who Deliberates?, Page argues that while mass media can facilitate democratic discussion, it also has the power to distort or narrow public debates. Through three case studies from the 1990s—the Iraq war coverage, Los Angeles riots discourse, and Zoe Baird controversy—the book critically examines how media outlets influence which ideas enter the public sphere and which are marginalized. Page concludes that for deliberation to be meaningful, media must present a broad spectrum of viewpoints rather than reinforcing dominant narratives.
